An antique diamond set scissor brooch
English, circa 1900
in the form of a pair of articulated scissors, the handles delicately scrolled and set with rose cut diamonds.

This is an unusual subject for a brooch and may have been a special commission; given the daintiness of the scissors, they may have been destined for a specialist in embroidery.
